The Meadows at Haw Creek Development

City Council approved the 767 New Haw Creek Road development proposal on July 23,

ending a contentious nine-month campaign led by HCCA.

With their 5-1 vote of approval on July 23, Asheville City Council permitted the Meadows at Haw Creek development to proceed. 

For the Haw Creek Community Association, this means a shift in our role as we move forward. Before the vote, HCCA advocated for the best possible terms, and we won significant improvements to the original plan. Now, we are transitioning into a watchdog role to ensure the developer complies with the negotiated terms of the conditional zoning agreement.

Haw Creek resident and retired attorney Terry Latanich is leading this oversight effort. As the lead monitor, he follows the Technical Review Committee's required post-approval review process to ensure compliance before construction can begin. We will share his periodic updates and other relevant information. In addition, we have requested developer Kevin Jackson provide regular updates and be available to attend future community meetings. 

Typically, construction can take several months or longer to begin on projects of this scale. Design work, permitting, financing, and many other aspects must be in place before site work can begin. We will share more information as we learn about the construction schedule. 

The Project Conditions, approved by City Council, detail the unique conditions the developer has agreed to. Many of these conditions were negotiated by a team of professionals from the 767 Working Group with HCCA's leadership.

Although this project has been challenging for the Haw Creek community, most residents appreciate the complexity of the issues our community faced as we sought to balance neighbors' interests with the demands of a growing city.
